NORRISTOWN, Pa. (WPVI) — Norristown’s police chief has been placed on administrative leave, City Manager Leonard Lightner announced Monday.

Chief Jacqueline Bailey-Davis took office 11 months ago, making her the first Black woman to hold the position.

Norristown officials are not disclosing the circumstances of their decision, calling it a confidential personnel matter.

“This decision was made after careful consideration and is not taken lightly. “The city government recognizes the complexities and challenges inherent in public service leadership and remains committed to ensuring transparency and accountability while respecting the confidentiality of personnel matters,” Lightner said in a statement.

“We ask for the community’s understanding and patience as we deal with this matter. Our priority remains “maintaining the trust of our residents and ensuring the safety and well-being of all visitors who have businesses in Norristown and call Norristown home,” Lightner added.

Bailey-Davis had no comment when Action News spoke with her by phone Monday evening.

According to Matt O’Connell, president of the Norristown police union, the department is currently experiencing a staffing crisis.

Their budget is for 69 officers, but O’Connell says that’s down to 53.

In response to the chief’s leave of absence, he told Action News, “The last year has been very difficult, and right now the men and women of Norristown Lodge 31 Fraternal Order of Police are supporting the city manager as he navigates this latest challenge.”

Norristown leaders emphasize that the community remains safe even if the chief is on leave.

Norristown’s Chief of Police leads approximately 60 sworn officers and over 30 civilian employees who work to protect over 35,000 community residents.
